DC: "no network access" but still working fine

I have a remote server that acts as a Domain Controller for it's office. I remote into it and notice it has no network access as it hopelessly continues to try to identify the network. So I call up the people in that office and no one is having any problems working...

All the while I'm getting errors on how this server can't replicate and it's DNS A file is automatically getting deleted from every time the servers replicate, even though this one isn't replicating.

But it is replicating... I test out creating new sites and users and this server is both accepting the changes from our other sites, and pushing out its own changes as well.

I then test out our DNS with DNSLint and find that this server is not responding to UDP port 53 queries. PortQry also confirms this from all our sites trying to access this server. So I guess this is a firewall issue for this server specifically?

I have no reason to believe the firewall is set up any differently and I have no way to access it until my supervisor comes back tomorrow. But it doesn't seem like a blocked port in a firewall would cause these symptoms... Is there something else I should be looking in to?
