Use PRI T1 for WAN Fail-Over?

We have a rather crappy ISP (rhymes with smellipacific). And crappier still, we have very few options for anything over a T1, so we were kind of stuck with ethernet over fixed wireless. I have tried to get DSL, Cable and FIOS. Either they don't have service here or they wanted $100K to build out.

That being said, we just came back up from 12 hours of being hard down. I can't remember who it was but someone told me that we could use our PRI T1 for WAN fail-over.

I have a couple of questions:

  1. Is this even possible?
  2. If so, will it affect my voice traffic?
  3. If so, what type of hardware would be necessary for this setup?
