Using VLANs to separate a network

So I'm upgrading a network and I have three networks. I thought that I could use three separate runs of fiber and three VLANs on one switch to do this. I didn't think I'd need a trunk port as I'm just using the switch the separate the networks but I don't seem to be able to communicate to the same VLAN between switches. I've got a D-Link DGS 1210-16 where I've got 4 VLANs setup each with 3 copper ports and one SFP port that is fiber. I thought I could take the three runs of fiber between the switches and communicate between the VLANS. With a run of fiber to each VLAN. I've got all the ports assigned to tagged VLANs but they aren't communicating.
