Router Selection: Sophisticated Load Balancing, Captive Portal and more

Replacing a high-end router that is just not working for us. We are a B&B and Event Center (think of us as a small hotel). I have attached a spreadsheet we are providing to vendors giving the details of our requirements. In short, we need to route internet traffic across our T-1 line first and then OVERFLOW (not priority, but overflow) into two Verizon Home Fusion services. This is because we have unlimited data on our T-1 but limited data on our Verizon services. We have the Verizon services as a backup for when the T-1 is down (it has issues about every 8 to 12 weeks). We also need three subnets inside the network and need to load balance the available bandwidth across the three subnets. We need to guarantee a minimum bandwidth to each subnet and ensure that any one user does not use up too much bandwidth, while at the same time allowing a single user to use all available bandwidth if it is available.

We are currently looking at the NETaXcel appliance from xRoads Networks. Does anyone know of other vendors/appliances/solutions we should consider?
