Netgear switches not communicating

ok question to everyone as netgear theirselves couldnt seem to fix it.

The senario, we have a company who have 2 offices about 200 metres apart. One office holds the server and network cabinets including a netgear switch, we ran a cat 6 cable between the two and patched the cable into a second netgear switch to route the network traffice to the various point within the building. Swithced everything on and there was no data link beween the 2 buildings. Plugged a laptop directly into the cable joining the buildings and hey presto the laptop can see the server, plug it back into the switch and nothing. We spoke to netgear and their guys had no idea what was wrong. We brought a cheap TP link switch to put in the second building to see if it was a netgear to negear problem and instant network coverage.

So my question to all you spicers out there is "Anyone any ideas as to why 2 netgears switches (both new and no faults) wont allow data traffic to flow?"
