Mac user broadcasting our network

One of our users in a department that thinks they are privileged is using the iMac to broadcast out wireless for their own usage. Their iMac is connected to our corporate network which does not have any WAPs connected to it for security reasons. So this user is breaking our policy by doing this.

I have went to the IT director and all he did was tell the user to stop. Of course the user stopped for about a day or so then started doing it again. I went back to the IT director and this time he seemed to shrug it off. I went to his boss and nothing came from that either. This is causing a security flaw in our network and I want it GONE.

His iMac is broadcasting its own IP address range so I can not just block its addresses that it is handing out.

Short of logging into his wireless and deleting a bunch of crap off of his computer I can't think of a good way of teaching him a lesson. Anyone have any other ideas to teach him to stop doing this because management seems to have their head up their as$.
