Can not ping certain subnets

Hello.

I am a networking newbie. I am at a home office and have a EPL going straight to a datacenter. I can ping certain networks but I can not ping network 162.10.10.x but can ping 162.10.20.x and 162.10.30.x.

162.10.10.x (the network I can not get to) is a load balancing network. The only way this network is accessible that I know of is servers sitting on the same subnet and if request is coming from the outside, so IP address 68.234.10.2 (public IP) > VIP of 162.10.10.3 (on load balancer) > balance into pools of 162.10.20.5 and 162.10.20.6, works like a charm from the outside. But I want to hit VIP 162.10.10.3 directly from inside without having to use public IP.

What components would be responsible for to prevent me to get into this network of 162.10.10.x ? I know you might need more info to help and I can provide the info, a network engineer set this up and can't seem to get a hold of him.
