Create a static route or VLAN?

Let's say the main network is 192.168.1.x/24

I want to install some cameras on 192.168.100.x/24

I can see the cameras from my multi-homed computer, as I have one NIC on .1.x and one NIC on .100.x

How can I get other computers to see the cameras? Will static routing do it? Or a VLAN?

It will go CAMERA -> HP ProCurve 2626 -> HP ProCurve 2650 or 2824 or 2910 -> Cisco 1841 router/firewall
