One IP address will not work on network subnet.

Ok so here's the situation: We seem to have one ip address that will not work on one of our subnets. We run DHCP on this subnet, but whenever this address gets assigned, the computer fails to work on the network. (no internet, no network resource access) (We can assign this address statically on the subnet and get the same result) We have explored our switches and cleared them out in case there was any bad information about this address, but to no avail. There is nothing in any firewalls to prevent this address from doing anything. We do not get any conflict messages when we apply this statically, so it seems unlikely that it is taken by another device, plus it does not show up on any scans.

Any ideas as to why a single address would not work? In this case it's x.x.x.161. I'm out of ideas, myself.
