Network discovery turn off itself

I can turn on Network Discovery in Network and Sharing Center in Windows Server 2008, Windows Server 2008 R2, or Windows Server 2012

The server itself can not be found in the network place or group either any of the shared file or fold.

i have checked

net start "DNS Client"
net start "Function Discovery Resource Publication"
net start "SSDP Discovery"
net start "UPnP Discovery"
