public VLAN address use

My boss wants to have a teleco PBX system pick up NTP server time on one of our trusted VLAN's which is stilling on a 192.168.x.x address a couple of switch hops from each other. The PBX system has a 137.135.x .x So the idea was to add a 137.135.x.x vlan to our layer 3 switch and have it route to the NTP server. But I don't seem to be able to do that? I can with any Private IP VLAN I create in the same way. It will not route off the network.

Bad config or am I missing some VLAN trickery with this type of scope.
