2 Active Directories and 2 DNS servers

When I came into this company they had a AD machine setup with DNS and IIS. This same machine also sits on the outside network for the IIS part. We do web development and create sites for testing until we are ready to deploy to their site. The current AD isnt setup correctly, always getting DNS errors when trying to add machines to the network. So I made a new AD machine with DHCP and DNS on it. Machines can now join the domain just fine, but any one trying to access any internal or clients site that we host are not able to get to it. On the machine that runs the IIS, does it need to have its own DNS since it needs to be able to reach outside the network as well internal?
