Network Problem

I have problem in my network i don't know why or how it happens , please i will give you the information i have and if you need more info please tell me and i will dig it up .

the problem happens in random times , all the PC connected to a specific switch ( TPlink TL-SF1048 ) has no network access but when i disconnect a specific 4 PC's the network comes back alive !

i don't know where to start my diagnostics . as the PC's as the rest of the PC are connected to a Face plate which connected to patch panel which connected to the switch .

the PC have Linux OS , 3 Ubuntu and 1 KDE . i have poor knowledge in Linux OS so i don't know where to dig in them .

i don't have a domain . just work group . i put a static IP to every PC attached to that switch , except that i connect the wireless switch to it with DHCP feature.

please tell me where to start ? the switch , the PC's or the network infrastructure ?
