Intermittent Internet Outages in Separate Building

One of our buildings' internet just went out last night for about 24 minutes. This also happened last week for about 9 minutes. I need some suggestions of things to check or ways to identify what is causing this.

We have 180 users between three buildings, and this one building was the only one affected both times. After checking connectivity logs, It dropped both wired and wireless connections across the board all at the same time, so it's something specific to that building.

From my best guess, it's probably the switch itself, a power issue, or the actual fibre line coming into the building.

About our location/network:

We have fibre coming in to our main building, and from there it is branched out to the other two. Everything is all on the same gateway/subnet. In the building with the outages, there is the fibre coming into a switch, and from there to a patch panel.

Do you guys have any idea what is the most likely cause? Or is there a better way that I can identify specifically where the breakdown is happening?
