Access Cable router from behind gateway router

Okay guys, I fairly certain this should be a simple fix. It's just eluding me.

I have 3 dd-wrt flashed routers working together.

2 of the routers are setup as AP's from the third. The third is connected to a cable modem for the internet service. The network is running well, could be better, but that is another matter all together.
I am able to get to the web interface of all 3 routers, but I am not able to connect to or even ping the Cable modem.
We are using a MS 2003 DC that is also serving as the DHCP & DNS servers.

The server is feeding the IP's which are 192.168.1.x

The cable modem is also set internally on a 192.168.1.x IP. I'm thinking this maybe the issue, but not certain

As always, thanks in advance for all the awesome help.
