Juniper EX - Broadcast Storms

Does anyone know anything about broadcast storms?

We had "something bad" happen twice this week where a Juniper EX4500 (and subsequently most of our network) was brought to its knees by a broadcast storm down a 1gbps fiber port that "only" has a cheap little Netgear switch with 2 PCs connected into the other end.

Now we don't know if someone did something stupid and created a loop on the Netgear, but storm control is enabled on the Juniper which suggests that there was at least 800mbps of broadcast traffic coming down that link.

Is there anything can be done config wise to prevent this kind of thing?

I know the default level of 80% can be lowered but I have no idea if a) this is sensible and b) if not 80%, what?
