On HP's Technical Services Support Blog they announced that beginning Feb 19th all patches, fixes, drivers, and updates will be inaccessible unless you have a Care Pack Service Agreement.
Download what updates you need now, while you get you get things sorted out.

This change affects download access to select server firmware updates and SPP for HP ProLiant Servers.
Apologies to the community for missing the FAQ, where they list the scope as limited to Servers.
