Too much UDP!?

Scenario : I am inside the network, I have ServerA in my network, I have ServerB in my network. Both Server A and B have internal and public IP. We have 1 router Meraki MX60, somes Cisco Switches (29somethings not fancy). VOIP phones.


Problem: Phone lines randomly go dead or to such poor quality its useless, phone may or may not reboot. Our Total provided Bandwidth is 10Mbps. When phones have problems bandwidth is way under 5Mbps. I wondered why so it brought me to my test.


Test: Download UDP Unicorn, send UDP packets of 25KB in 10ms intervals to ServerA's public IP. Then send to ServerB public IP. Then send to Router public facing interface. I did it this way to let the traffic flow in and out of the network, and so I can test vulnerability of publicly accessible IP's.


Result: Phones quality is degraded dramatically on each test! But, Bandwidth utilization is ~1.5mbps. If I boost the packet size to 40Kbps, the phone lines are hanging by a thread.


Question: How Do I prevent my network from being so susceptible to performance degradation when high amount of UDP traffic is flowing?
