Website unreachable internally

As a long term lurker of this site, I've never needed to post as I usually find a solution here, however this time I can't seem to figure out whats going on or find any information to point me the right direction.

I set up a LAMP webserver as a VM on hyper-v.  Site is up and I can access it internally by its local IP (192.168.1.40).  I can access it externally using its FQDN.  I can't access internally (from a workstation) by its FQDN. nslookup resolves to the external ip. Chrome reports "The webapage is unavailable" clicking more shows: Error code:ERR_CONNECTION_REFUSED

So this leads me to believe it's a firewall problem and my setup is a little convoluted.  I use a 3G USB modem connected to an old Windows XP box for my internet connection.  I share this with windows internet connection sharing.  The XP box is on the WAN side of my router.  I use a DDNS client to keep the IP address up to date.  I've opened port 80 in the windows XP firewall and created advanced entries that specify forwarding to the router's WAN IP.  I configured forwarding port 80 in the router to the webserver's IP.

My guess is the windows XP firewall refuses the connection because it's a request that it sees as going out and coming back.  Any ideas on how to configure this so the connection is allowed?
