SonicWall site-to-site vpn - do I have it?

Hi folks,

I am a little embarrassed to not be able to figure this out, but for the life of me I cannot figure out how my two sites are connected.

I have our main office in MI, and a second office in CA - I called our ISP (we have two at each site, but Windstream is at both and delivers our phone services). I have checked the sonicwalls and the CA sonicwall claims to have a Site-to-site vpn established, but the MI one doesn't.. I asked Windstream for help and they just told me to look at the invoice - we have a dynamic T1 here and 4 bonded T1's there. I have been told that this T1 in MI is our backup internet connection, but its also used for VOIP relay. Apparently, the bonded T1's in CA are their primary internet connection. I came into this setup with no training from the former IT guy, and haven't needed to look into this until now. Also, if I am not asking the right question, could someone help me rephrase it?
