Windows network to a crawl

Network with HP switches and Sonicwall routers, computers running carious versions of windows.

Internet traffic gets real slow and when users try to login to a secure site, they are able the enter their credentials, however the secure site never loads.

Using Wireshark and Networkminer to try to see if I could see anything obvious.

I have connected with a Linux PC and everything works fine.  I have connected to the ISP modem/router with the windows pc and all works fine.

There is one Dlink router on the network that has been setup to provide a small private network within the office. 

The main office network is a 10.10.10.0 range, and the Dlink is 192.168.0.0 range.  I see the Dlink asking on the 10.10.10.0 network who has a 192.168.0.0 address, and going through all 254 IP's.  Is it possible this could be causing the problem?

It appears that there is a steady traffic from a couple of IP addresses, one in the wired and one in wireless - could even be the same computer - if they are plugged in and have wireless enabled. I believe they were multicast broadcasts
