Best way to run a static file server from windows?

So I am completely new to running a file server, so some of my ideas of it might need to be set straight. 

I want to host static files like .css, .js, etc. files for a website I am making using my existing windows  8.1 OS. 

I also want to set up a home server to give access to all my files through a browser, so if I want to access my pictures, videos, etc, from any computer or device I could access remotely.

Can I use the same machine to do these tasks? If so how do you recommend tackling this? Through my school I have access to a copy of Windows Server 2012 Essential, Standard, and Datacenter; should I use one of these? I have also looked into running freenas as a virtual guest, but that seems like it would be messy and less powerful since it would be virtual.
