Any Nortel admins out there?

I'm not well versed in phone systems at all.  We recently changed providers and ever since we have been having routing issues we can't resolve.  The worst of them being that it seems that a leading 2 is being added to every extension.  So calling x234 would get you x223.  If I call in using my cell in two weeks I'm yet to reproduce this issue.  The volume of users with this issue is way to high for it to be user error.  Extensions seem to work fine in the building just outside calls coming in.  

We did change from a 3 digit DID to a 7 digit DID.  But it seems to work fine, it really seems random, although I know there has to be a reason for it.  

Any phone admins have any ideas, maybe something you've ran into before?  I have a few other issues of invalid extension errors and user getting put back in the first level of the auto attendant instead of reaching their intended recipient.  

Users and customers are getting increasingly frustrated and our phone guy says he can't help until we can reproduce the issue (which I understand).
