There has to be a better way...

I work for a construction company who has multiple job sites all over the area.  Some of our longer projects, over 6 months, usually have internet service provided by the local ISP.  The projects that last under 6 months use aircards for internet access.  The aircards are extremely slow and can only support a few users.  Does anyone know of a better option to provide internet to these sites?
