There are currently no logon servers availible on trusted domains

Have 2 separate domains. The domains have a forest trust with each other, and are connected with a Peplink VPN connection. All of a sudden users at Domain B are getting "There are no logon servers available to service logon request." when they try to access resources on Domain A. People at Domain A are not having issues with resources at Domain B. 

All firewalls are turned off on servers and pc's. I can ping both directions. If I remote onto a pc at Domain B. Try to RDP into a server with my Domain A credentials it works fine. If I RPD into the same domain a server from the same domain b pc and use domain B credentials (that worked in the past). I get the the no logon server error. 

If I ping domainA.com from a domain b device it resolves with a domain A domain controller. 

Only thing that could be considered a change is last week Thursday domain B suffered a power event and lost a battery backup in the server room. We think the UPS took a hit stopped charging and was going on an off  causing the devices (DC, router) to go on an off for a little while. UPS was replaced and everything was rebooted. 

I've rebuilt the domain trusts, rebooted all DC's and routers. I'm in the process of spinning up a new Domain B domain controller just because I need a 2nd and don't know what else to do.
