Time Warner curcuit question

I found a setup at a location I support that I'm trying to figure out. It seems to me they are paying for things they don't need.

On the TWC bill it lists:

Broadband High Speed Data 10M x 1 M

Static IP addreses (they are billed for 16, no reason why)

High Speed Data 7mx768k

I'm trying to figure out why the 2 circuits for data. I've talked to TWC and all they can tell me is it was ordered (several years ago) I talked to the store manager and all he knows is that getting it set up originally was a big problem. The site has a VPN connection to our office but other than that there isn't anything unusual. Could it be a bound circuit? Fail over?

From where I sit they are paying 200  month they don't need to be paying but I don't want to start making changes that will break.

I know there are 2 modems, the manager gave me the serial numbers. When I remote into a machine and check the network there is one gateway - everything looks normal.

Thoughts?
