Does anyone know of a network failover device that drops no packets in the event of a failover?

While this may be good for most applications, we use a terminal based application that will just instantly close connections when the network goes out. Then the software throws up a ton of errors that frustrate and hinder our employees. Also the connection we have can be "flaky" so failing over back and forth alllll the time (every time it 'flakes out' and the cradlepoint notices) could actually cause more problems than just sticking with one connection because not only does it cut out when it cuts out, but it cuts out for a second when it restores as well. Sticking with one connection it only cuts out when it cuts out - when it restores it just starts working.
While it really boils down to a problem with the software we use not being able to both suppress errors and sustain minor outages, we have to work around it since the "big issue" is that the internet is down.
We don't want a load balancer I don't think, since we would like to failover to a cellular network and don't want to rack up data charges unnecessarily when it could just be using the main connection.
What would you suggest? Or should we just use the tried and true "run up stairs, unplug the cable from Connection A and plug into Connection B" method?
