Log onto Laptop off network

Have a ASUS Win7 Pro Laptop. User can log into the Laptop when connected to the WIN8 Network user domain credentials. When the laptop is disconnected from the network and user tries to log on using a local user that was created on the laptop, receives the error 'the referenced account is currently locked out and may not be logged on to". User tells us that sometimes they can take the laptop home and can log on, but go back to it later and receive the error above. I am at a loss. Any suggestions would be appreciated.
