Nightmare network...

We are a Light industrial park of 6 blocks of units. Each block is connected via fibre to my Datacentre.

Within each block I've got a cisco catalyst 10/100 switch. From this switch each unit is connected via cat5e to a RB750 Router.

Each mikrotik RB750 is configured to allow ip phones permanent access to backbone, but pppoe connection for internet.( we try to cover costs by selling internet access)

In the Datacentre, there's a radius server, mail server.

I'm load balancing our 4 x 4Mbps dsl managed lines via Mikrotik RB1100 Router.

I'm baffled by intermittent bottle necks on the network. One unit will complain about the internet access that's too slow, the unit next door will be fine?

I know it's not the fastest dsl lines, but it's for our part of the world.

I need some ideas as to what can lead to sporatic changes in a network? Something haven't been configured but what?
