How to make a folder for Read-Only access via the net

OK, so my boss asked me to do something that I feel might be quite dangerous.

He wants me to set up a way for customers to have access to our server from the internet.

Each customer has a master folder with about 7 sub-folders that are used by various departments in our company. There are hundreds of customers.

I am thinking that the cleanest way to do this would be to put a folder in there called "Web" or something. Then the departments can copy files they want to give public access. Then I can create permissions on the server for public access. They can put a shortcut to the Web directory so they can drag and drop easily. That side of the organization is not so difficult, but might not be the best way to accomplish this.

The tricky bit for me is how to set up public access??? Each customer should only be able to access their own folder of course. Each folder therefore will need a password as well, which will require some organization on my part.

Options I am considering also include some kind of sync (sugarsync, dropbox), possibly at the server level. Then each folder would be sync'd and access to a folder could be set via the sync service.

My initial response was that this is going to include some security risks as well as added complexity for the users. I want to reduce the impact of both of these factors.

Any ideas? Thanks.

PS. Our server is set up using WinServer 2008 R2. I have no interest or time to set up virtualization. My schedule is currently full until September, when I'll have 2 weeks breathing room before my schedule will become full again right through the following April.
