Cisco Police cir issue

Hi,

I have configured Cisco 7204VXR to limit traffic to 470Mb on gig eth 0/3

policy-map abc
class class-default
police cir 470000000 bc 3671875

The Gig eth 0/1 is connected with my ISP and I have GigE bandwidth from them.

I have no other interface connected with anyone.

I have static route with my ISP

What I did not understand why the usage is higher on ISP side?
