Best way to monitor internet connectivity

Lately I have been having major issues with my internet connection. In the middle of the night (or early morning) we will have spotty outages. When I contact Centurylink they always reassure me everything is up and running.

The last technician I had on the phone was asking for traceroutes when the outage occurs. The problem is, I am never onsite when the outages happen. By the time I am able to get to the facility or connected to our network, the trace route is useless (because the network is backup).

Does anyone have any ideas on what program I can run to constantly ping certain hosts and after 5-10 failures in a row, run a traceroute? Currently I am using strafeping in Open NMS to ping our local firewall, internet gateway, the next hop, and 8.8.8.8. This is great for monitoring the connectivity, but I haven't found a way to trigger a traceroute when a certain node is down.
