Data cabling regs

Hi,

I'm hoping someone can clear this one up for me...

Recently we have had two new buildings go up. In the first one the powers that be pulled the cabling company and had the sparks do it when they did the electricals. This led to me needing bring in a cabling company anyway to sort the patching and testing out as the sparks were unable to do this. All the company's that looked at the job said that the cable did not meet regs and that a smokeless cable is required in any new internal cabling especially if it's a government related facility such as a school. The cable used was cat5e 5p a meter stuff.

The second build exact same story but yesterday when the discussion came up the cable the engineer used the word illegal.

I'm struggling to find a definitive answer regarding this, I've established it's a given that the smokeless should of been used but as to whether it had to be used or whether it was best practice to use I'm not sure.

Also would any responsibility lie with the company who put the cable in or would it be our fault for not using the right people.

Were talking UK regs here, I know it's a strange one but I was hoping that someone would of come across this at some point. It's not really getting taken seriously my end but as it was myself that these consultants and engineers raised it with I need to cover my self and find out if there is an issue and who issue that might be.
