DHCP and Subnetting

I'll admit off the cuff that more advanced windows networking isn't one of my strong points, so please bare with me.

Currently, we have out network spread over 192.168.0.0/16

The DHCP server runs on Server2008r2 and allocated dynamic addresses from 192.168.17.x, with static reservations for say servers on 16.x, printers on 18.x etc. etc.

This works really well in terms of organising IP address' but I don't think using a /16 in a SMB network is all too efficient, so what I'd like to do is subnet and VLAN departments as well as equipment such as VoIP phones etc.

Routing between VLANs/subnets would happen at the comms rack with the aid of a L3 switch.

What has me stumped is, how do I manage DHCP on such a setup? Can windows DHCP split scopes by VLAN?
