Network Monitoring in DHCP enabled Network

Good Day Spiceheads,

We are 300-350 devices flat network. No VLANs. Our network IP addressing is 192.168.x.x / 255.255.0.0

Win Ser 2008 R2 Std doing AD, DNS & DHCP.

My problem is outside users such as vendors etc. come and plug their laptops in free ports available and DHCP does it's job of assigning IP details, and boom, they are on my network.

How do I stop this? I would like my network to be secure. Is there any network monitoring software which can do MAC address checking of the machines getting connecting to our network, allowing access only as per our control and sending email to administrator as the cases arise?

I know you may think that my network is worst designed but it's there like this since I joined, and you can help me give some tips to re-design it. Please help.
