Slow download, faster upload through site to site vpn

I'm having some weirdness with our site-to-site vpn tunnel. We use Peak 10 to host some servers for us.

I can upload to the server endpoint at around 1 MB/s, but downloading from it is only around 250KB/s. The server endpoint has 100mbps connection and the client side has 30mbps. There is only 44 ms ping between the sites. Client runs Win 7, Server runs Win Server 2012.

I've tested on multiple clients and multiple servers. (all Win 7 and 2012 respectively)

I could almost understand what's going on if it was a slow connection both ways and a high ping, but this doesn't make any sense at all. The connection to the internet from both sites seems perfectly fine and at the expected speeds, but the connection between the two is not.

The only thing I can think of would maybe be the routers between the two. I didn't set these up and have never even seen the one at the Peak 10 end, but my supervisor just had to rebuild the tunnel a few weeks ago working with Peak 10 techs and the settings at both ends are supposed to be the same.

Any ideas at all? Nothing I've been able to dig up has provided any solid leads.
