Limit internet connection of an access point via router rv-016

Hi All,

I have an RV-016 router that is connected to a switch where the computers and an access point is connected. I like to change the speed of those that connects into the access point. from 5Mbps to 3Mbps.

Is there a configuration in the router that i can do to accomplish the task or the configuration must be done to the switch or the access point?
