Network question

When I started at my current job, the network was already up and running.  As I've started learning more about networking and Cisco, I've been wondering why it was setup like it was.  We were only 5 sites prior to our consolidation, which is going on the second year now, and less than 1500 computers.  Now we're at 2800+ computers, and no telling how many BYOD devices (which we have in place, but phones, tablets, etc that teachers bring from home) we have on our network.  Everything is using a 255.255.0.0 subnet.  We are using vlan's at the school, but they are all using vlan 100 for data and vlan 200 for voice.  Also, all wireless devices should be on vlan198.  We do have people complaining about speed at times, but we are using mostly 4-8 year old computers.  We do have layer 3 switches at each location.  Should we change those 255.255.0.0 subnet masks?

10.2.0.0 - school a

10.3.0.0 - school b.
